For personnel working on aging assets it is important to be qualified and competent in their respective fields of responsibility. This poses two challenges for operators:

  • First, they must ensure their personnel’s competence. Competence, however, is not merely a certain skill or specific knowledge that can be acquired in a set period of time and tested with an exam. It is a combination of skill, knowledge, and experience, which is acquired over an extended period of time.
  • Second, they must ensure that their personnel’s competence is demonstrable. This demonstration requires accredited qualifications or certified learning: however, there is a shortage of learning programs that are accredited by a reputable institution.
