The Cost of Pipeline Failure

Defining Best Practice in Pipeline Risk Management

Pipelines are considered to be a safe and efficient form of energy transportation. They are designed, fabricated, and operated using pipeline standards that represent good practice and aim to reduce all risks associated with a pipeline. However, especially for densely populated areas, risks can never be completely eliminated.
Therefore, operators need to assess and quantify the risks associated with pipeline operation.

While reducing risks to a minimum would be ideal, the associated costs are often disproportionate to the gains. Thus, the goal is to reduce risks to a level that is ‘as low as reasonably practicable’ (ALARP). To this end, the risks must be weighed against the costs required to reduce them. A cost-benefit-analysis that compares the costs of a failure and the benefits of its avoidance can help operators make decisions on risk reduction measures that are ‘reasonably practicable.’

Objectives of the Seminar

We know what good practice in the pipeline business is (e.g. IGEM/TD/2 and BSI PD 8010-3), but what is best practice? This seminar will review, debate and discuss:

  • the goal of zero failures in the pipeline industry,
  • current practices in quantitative risk assessment,   
  • the ‘as low as reasonably practicable’ (ALARP) approach and acceptable risk levels, and
  • cost-benefit-analyses (input data, and agreeing on sacrifice levels).
